Bannister recall effort under way

The second attempt to recall Gwinnett County Commission Chairman Charles Bannister is under way after almost 100 residents braved the rain Saturday to attend a kick off meeting of volunteers at Bethesda Church Park in Lawrenceville.
“We have until March 26 to return the recall application and we are receiving e-mails daily at our Web site from people asking what they can do to help make this happen,” said Randolph W. De Vault, chairman of the recall committee.
The application has to have 100 sponsor signatures in order to go forward. De Vault pulled back from filing the application last year, saying he wanted to regroup and get volunteers in place before beginning the effort again. The process has to follow strict time constraints with the clock being set the minute the application was first picked up by De Vault.
“After we return the application, (Elections Superintendent) Lynn Ledford has four business days to verify the signatures of our sponsors and notify Mr. Bannister of its return and his right to challenge the grounds for the recall within another 15 days,” De Vault said, adding “He might do us the favor of stepping down, which would save the county millions, but so far he has not shown fiscal restraint and I doubt he would start now.”
According to county election officials, the recall effort would indeed cost county taxpayers millions. If successful, the procedure would require two elections, at a cost of about $1.5 million each, one to get voter approval on the recall of Bannister and then a second to elect his replacement. Before that, however, the recall committee has to gather 125,000 signatures on a recall petition, which is 30 percent of the countywide registered voters.
Bannister has chosen not to comment at this stage, saying only he will comment when the time is right, but he does have the option to contest the recall attempt in court before volunteers begin soliciting the signatures.
