Beall faces campaign finance fine

Monroe mayoral candidate Wallace Beall is facing a fine from the Ethics Commission of Georgia after he was more than a week late filing the first round of his campaign finance disclosure.

The documents, due Oct. 7, were not filed with Monroe elections officials as required by law until Oct. 15.

Beall must now pay a $25 fine to the state.

As a former councilman, Beall was required to fill out and turn in these campaign documents before, but said he wanted to make sure his finance report was complete before turning it in Thursday.

On Wednesday, Beall said he had received the last bit of information needed to complete his form and handed it in Thursday afternoon.

“We just got the last thing today. It was one last contribution that I had,” Beall said, adding he has two people handle his campaign finances and one of them was out of town.

According to the document Beall turned into the city Thursday, he said he has spent $3,631.70 on his campaign while receiving $4,802 in contributions with a balance of $1,170.30 left in his war chest.

However, on his itemized expenditure report, he lists eight expenses totaling $5,407.27 including two $1,000 payments to Chad and Jim Draper who own the building his campaign headquarters are located in. Beall has received $400 from Arthur B. Testa of High Springs, Fla., $150 from both the Bocks of Commerce, the Zupkowskis of Abbeville, Ala., $250 from Betty Thomas of Monroe and $300 from Don and Michelle Osborne of Monroe.

Beall has raised and spent more than his counterpart, Mayor Greg Thompson, who has received $3,208.87 and spent $3,152.25 with a balance of $56.62, according to campaign finance reports.

Thompson did not list any contributors because candidates are not required to list those who gave less than $101.

In the race for District 6, incumbent Wayne Adcock has raised $1,143.13 and spent $1,105.83 from his own funds. He lists a $141.11 in-kind contributions from Greater Georgia Printers Inc of Cranford.

His opponent, Spencer Seay, has raised $200 and spent $345.

In the race for District 8, incumbent Jimmy Richardson has raised $430 and spent $240, while his opponent, W.C. “Tip” McConnell, has not raised any money and spent the $180 qualifying fee.

The reporting period counts all expenses and contributions through Sept. 30.
