Monroe Master Plan, charette meetings planned

The city of Monroe has announced a series of public meetings Nov. 10-17, in downtown Monroe.

Town Planning and Urban Design Collaborative LLC will be the host of the charette, which is designed is to encourage open and meaningful dialogue in the form of intensive planning sessions, officials said.

Local residents, designers, town, county and state officials as well as area-wide environmental organizations will come together to collaborate and share their vision with respect to the future of the city.

Recently, the city of Monroe was awarded a Livable Centers Initiative Grant by the Atlanta Regional Commission which studied how to spur redevelopment along the Broad Street corridor through downtown Monroe.

The focus of the study was on developing creative solutions for future land use, development patterns, transportation and circulation, alternative means of transportation, economic development, housing and comprehensive implementation strategies.

One of the recommendations of the final LCI report was the city revise its conventional zoning ordinance and move to a form-based code, which focuses on the physical built form rather than just uses in each zoning category.

The report, and specifically the form-based code recommendation, led the city to pursue a Supplemental LCI Grant to make these recommendations a reality.

In September, the city of Monroe was awarded by the Atlanta Regional Commission the largest of eight supplemental LCI grants distributed to cities around the state. After learning Monroe had been awarded the supplemental LCI grant, the Monroe Code Steering Committee selected TPUDC as the consultant to lead the master planning and coding process, which has worked on similar projects for cities like Charleston, S.C.

The supplemental work, partially funded by this grant, will consist of the creation of a city master plan and form-based code that will finalize the community’s vision for the future. The new master plan and form-based code will use transportation improvements, land use policies and sound urban design to improve the quality of life in the town center and nearby neighborhoods, while preserving the historic small-town character and facilitating appropriate development and redevelopment, city officials said.
